11 November 2025 Port of Rotterdam wants to accelerate the import of hydrogen and hydrogen carriers such as ammonia, methanol, and LOHCs (Liquid Organic Hydrogen Carriers) and is therefore launching a market consultation. Although various companies are making plans, investment decisions largely remain pending. This is slowing down the energy transition. After all, hydrogen (carriers) are an alternative to fossil fuels such as oil and natural gas. Based on the results of the market consultation, the Port Authority will examine what role it can play in accelerating the development of hydrogen import terminals. In the energy transition, there are often chicken-and-egg discussions, causing companies to make plans but delay investment decisions. For example, offtakers want to be certain that hydrogen or ammonia is available at a reasonable price, while producers need assurance about demand and transport capacity before they invest in production capacity. Uncertainty makes projects difficult to finance. And then there are obstacles such as electricity grid congestion and the nitrogen deposits problem. The Port Authority wants to use the market consultation to thoroughly analyze the specific bottlenecks in the development of import terminals for hydrogen (carriers). The goal is to determine what is needed to accelerate the realization of these import terminals. This involves both financial and non-financial aspects. The consultation with companies runs to January 16, 2026. Afterwards, the Port Authority will decide if and how it wants and can play a role in removing bottlenecks for the realization of import terminals for hydrogen (carriers).
